Mature Alaskans Seeking Skills Training (Masst)

Federally known as the Senior Community Service Employment Program (SCSEP) and cited under the “Community Service Senior Opportunities Act,” MASST is administered in Alaska by the Department of Labor and Workforce Development, Division of Employment and Training.

MASST supports Alaskans age 55 and older in reentering the workforce through paid, part‑time training placements at local nonprofits and public agencies. Participants gain current, job‑ready skills while host organizations receive valuable support. The program serves as a practical bridge from unemployment to stable employment, especially in rural and underserved communities.

The program’s goals are to strengthen soft and technical skills, improve employability, and support successful transitions into permanent jobs.

How the Program Works

  1. Outreach and Enrollment – Screen for age, unemployment status, work-readiness, and income eligibility; prioritize individuals with the greatest need.
  2. Host Agency Match – Align participants with host agencies that offer meaningful, marketable skill‑building opportunities.
  3. Individual Employment Plan (IEP) – Establish training objectives, including soft‑skill development, digital literacy, and industry‑specific tasks.
  4. Paid Community Service Training – Provide part‑time, supervised work experience at host agencies, supported by timesheets and training plans.
  5. Job Search and Transition Support – Assist participants with resumes, interview practice, employer outreach, and referrals.
  6. Placement and Retention – Support the move to unsubsidized employment and offer follow‑up services to help participants maintain long‑term success.
